They share a few parts and they look similar from the driver's seat, but they do very different jobs. If you're running Hell's Revenge in Moab, or crossing the San Juan Mountains in Colorado, you need 4WD with low range and ideally a rear locker. A lightly used 4Runner TRD Off-Road starts around 30 grand. A Rubicon Wrangler is more. A good AWD crossover is half that. The worst mistake I see is someone buying a 4WD truck and leaving it in 4H on dry pavement, which will bind the drivetrain and cost you a transfer case. That's a $2,000 mistake.

Do I need 4WD to go off-road? No, if you're on a maintained dirt road, AWD with decent tires is fine. Yes, if the route says high clearance and 4x4. Is all wheel drive and 4 wheel drive the same?
